The next election is in 2026 The Baron’s goal is either to stir up enough unrest to get the Queen out on campaign where she is vulnerable to an “accident”, or (preferably) to make Queen Victoria look incompetent so the Baron’s wife (Isabel Grace, nee MacKenzie) can campaign to replace her. The Baron is a doppelganger with character levels. Once his wife is crowned, he plans to have the “baron” die in a tragic “accident” at which time he will assume the form of the baroness and replace her on the throne.
All the current plot elements are aimed at creating the unrest that’s essential to his plan.
